UPDATE:

It turned out that IBM had a PTF for this problem, 5769999-MF23319. It took
several hours on the phone with IBM Support, (they did not find it right
away.) After applying the PTF and several others I found and thought might
help, all is working correctly again. A second PTF that IBM told me to
downloaded and apply, 5769RG1-SF59596, was a PTF for RPG.

I want to thank all who responded. It help me to point out to IBM Support
that other had the problem in the past and received a PTF for it.
