Suresh,
Your understanding is correct.
SFLINZ sets the number of subfile records to SFLSIZ, and is typically used
to create an subfile where the user enters items over the zero/blank fields.
SFLCLR sets the number of subfile records to zero, and is typically used
with WRITE to build a list of records to display/update.
