You have to remember that IBM is moving away from interactive programming and 
is 
moving into batch offline programming.  Instead of SEU they are pushing 
Code/400.  
Code/400 doesn't support command prompting as well as SEU.  They are 
discouraging 
the creation of *CMD objects.  They are pushing API's.

Also I don't think that a promptor would be that tricky.  I've heard the 
concerns 
about language independence.  Well, we already want IBM to have prompting for 
*CMD 
objects in languages other than CL.  Once they have that whipped, they might 
have a 
knowledge base for prototypes.  However, if they use the imbedded SQL style for 
command prompting, then that would be acceptable for command prompting but 
downright 
ugly for prototypes.
