Many vendor apps use LVLCHK *NO. 
It can be used to allow the addition of fields to the end of a record
format in a file, 
maybe because some new function is being added to  a system, or a bug
fix needs some new fields to be added to a heavily used file,
between releases of the software. 
LVLCHK *NO means they dont have to chase down every program that uses
that file and recompile it, they can save that till they do the next
major 
release. Of course it means you have to manage your programs and files
more carefully
