Using API's ?

QSYSINC is loaded with option 13 (Openness Includes); option 12 (Host
Servers) is where Open List APIs are typically found; and option 21
(Locale Source or Extended NLS Support in later releases) is not related
(to the best of my knowledge) with APIs directly.
