I think this has been brought up before on this thread, but at the risk of
beating a dead horse... check out http://www.timeshare400.com .  $30/month
for an individual account and you can get access to a brand new v4r4 box
with RPG, Cobol, C, SQL, Query, Java, SDK, CD image creation... all the fun
toys.  You develop it, and there's no question that you own it.
