David, yes, the way the compiler currently handles arrays, it would require
an extra pass.

The manual does mention the general rule about "already defined" in the
DIM discussion, but it should also mention that in local D specs a global
definition won't "count" for DIM.  I see that OCCURS doesn't discuss this
at all.  I'll get both DIM and OCCURS fixed.
