In the System API Reference Manual there is a section called National
Language Support APIs.  Within there are several data conversion APIs.
They include:

iconv_open(), iconv(), and iconv_close(): a family of *SRVPGM functions
which are oriented toward repititive buffer conversions

CDRCVRT: a *PGM base API which is oriented toward one time buffer
conversions

QDCXLATE: a *PGM base API which is carried over from previous systems
and provides table driven buffer conversions.

For any new development I would recommend using either the iconv() family
or the CDRCVRT API.  Both are CCSID based and provide substantially more
function and flexibility than QDCXLATE.  There are many mappings of
ASCII and EBCDIC which, for instance, are not recognized by QDCXLATE.
