A pre-runtime array is just an array that is loaded with it's data from a
database file by the RPG cycle. This happens before the first calc spec is
encountered. In RPG IV, the FROMFILE keyword is used to identify the
database file being loaded into the array. In RPG II/III it is the FROMFILE
column of the E-spec.
