I suspect that it is to force the embedding of the IBM Copyright statement in
every program.  IBM's internal languages have a ready way of doing this (as does
RPG IV) but when they coded in RPG III they had to find a way of doing it that
wouldn't cause the field to be thrown out by an optimizer as unused since that
would mean the compiled object had no Copyright.
