If I understand correctly from prior message threads, CL gets no
enhancements because no one "owns" it anymore because it is not a profit
center.  If it is indeed an "orphan", prehaps Toronto could be induced to
"adopt" it as an enhancement to RPG?  They could then spend a little of the
$100 on CL.
