While "it depends" is the best answer, I've never cared for solution #1. If used at all I am inclined instead to write a busy flag field and deal with the latent consequences. My problem with solution #1 is any sequential processing that may be going on somewhere else. If a user locks the record for AAA Auto Service and then leaves for lunch then the whole department may be hung up til s/he gets back. Even if you can override the person gone to lunch, if the person is your boss, will you override or wait?
