Yes and yes.

You can write code on te PC with free evaluation.  Pretty soon though
you'll want to connect to the AS/400 to get your data, DDS, existing
programs, etc.

The AS/400 has it's half of Code/400 there already.  The free evaluation
copy really does work once you get past the cussing and swearing at IBM's
idea of "simple installation rules"
