I don't mind playing "cardboard-cutout".  

I would suggest that when xxdept is '0200' xxfac is never '20' or '30' or '40' 
therefore the 
test returns false or xxdept is never '0200' and therefore returns false.  Your 
comment about 
records not being processed when the test was IF xxfac = '20' suggests that the 
xxfac field 
never contains the values you think it should.

First question:  When you are in debug and stopped at the IF test what are the 
values of xxfac 
and xxdept?

The IF test seems to be doing what you are asking for but I'd rewrite it as:

   c                   if        ((xxdept = '0200') and
   c                              (xxfac = '20' or xxfac = '30' or xxfac = 
'40'))

Second question: Is xxdept always supposed to be '0200'?

Third question: Is CRSG02 the correct field from which to extract xxfac?

I'll leave the style issues alone.
