Have a seperate CL program call ORDERMN (thus starting the activation
group) and then when the ORDERMN CL ends, have it do a RCLACTGRP.

Otherwise, compile ORDERMN with ACTGRP(*NEW) and it'll create an
activation group when it starts, and end it when it ends...
