Several different ways to do it:

In a CLP

DCL     VAR(&USER)    TYPE(*CHAR)    LEN(10)

and then

RTVJOBA    USER(&USER)

In RPG IV I THINK you can use the LDA but I don't have an example of that
handy right now; but sure someone else can step in with this !
