The programs QSPDSPF and QSPHNMLT are not APIs; rather they are the
CPPs for the commands DSPSPLF and DLTSPLF.  What you should do is
build the appropriate command string and then execute it using APIs
such as QCAPCMD which are documented in the Program and CL Command APIs
chapter of the System API Reference.

These CPPs are also in *SYSTEM domain rather than *USER, so even if
one were to reverse engineer the parameters you would find you still
cannot call the CPPs directly at security levels 40 and 50.  Taking the
CL string approach would, on the other hand, be easier to implement
and work on all security levels.
