I think it has to do with journaling.  Since, commitment control requires
journaling and if you do not have journaling on a file, update fails.  I
usually compile with Commit(*none) on non-journaled file for
update/delete/insert.   Of course, this has no impact on a select.  I hope
others in the list will confirm or deny?
