I bet you forgot to set *inLR; it's still RPG  :)).

Then, type should be SQLRPGLE (or RPGSQLLE, I don't remember now), it will
enable syntax checker and option 14 of PDM.

Finally, check the compilation listing. You can also check
pre-compiler listing for SQL if you set proper parameters in CRTSQLRPGI.
