QPDSPLIB is a printer file (PRTF) and it is in QSYS. DSPFD should work (?)... 
Does on my
system. In your message, the 2nd reference to QPDSPLIB left out the 2nd "P". 
Did you do this
on the actual DSPFD ? Easy to do :-) !

What are you trying to do ?
