Check that the CCSID on the file you are processing matches the CCSID of your machine (dspsysval qccsid to check your default). Did you compile the program on your machine or on another box? Problems often arise with CCSID's when a program is compiled on a box with one default CCSID and is run on a machine with another - for example - a program compiled in the US with a box having CCSID 037 and run in England having a CCSID of 253. You may need to recompile the program, recompile the physical file, or change the job to use a different CCSID. This can be a quick way to test if that is the problem - determine which CCSID the file or program wants, and change the job while on the queue. Change the CCSID to match and then run it. Good luck.
