I got the problem resolved.  It was just a matter of putting on a PTF and
IPLing.

                CCSID's can be bothersome.  Check that the CCSID on the file

                Problems often arise with CCSID's when a program is compiled

                You may need to recompile the program, recompile the
physical file, or change
                the job to use a different CCSID.  This can be a quick way
to test if that is
                the problem - determine which CCSID the file or program
wants, and change the
                job while on the queue.  Change the CCSID to match and then
run it.
