%parms not correct with optimized programs? -- RPG400-L

It seems that when calling service program %parms does not always
work?  This happens after the first call when the module that uses
%parms has been optimized *basic.  I tried to use the PSDS as a work
around,  but I never got a valid value even with NOOPT specified. 
Anyone experience this?  Is there a better way.  I changed the module
to optimize *none and it works fine.
