Can anybody recommend software for documentation?

Software is plentiful.
Getting developers to use it is hard.

I have both Mediawiki and TWiki running on IBM i since, oh, release 5.4?
This makes it easy to handle backups and administration: I don't need to
get the network team to build out Yet Another Single-Purpose server.

I personally like wikis because they are intended to be edited a lot, by
a lot of people.

I personally dislike wikis because the universe seems to truly believe
that the last (only) person who edited a page now owns it forever.
