I use something called "SharpKeys"  see: www.codeplex.com/sharpkeys

It basically gets into the registry and remaps keys at your specific direction.  Because it maps at the registry level you do need to reboot in order to change key maps but it works really well.

I changed Dell's up/down arrow to page up/down and the function key to move the cursor up/down.  (exactly reversing the default behavior)

Is there a way to do the same thing for just regular PC typing?
Specifically, I would like to be able to key special (for us U.S. users,
anyway) characters, such as éñü without using Character Map. I’m thinking,
maybe, Ctl+U to type ü, for example.

I went to Control Panel: Keyboard but couldn’t find anything there. May, of
course, have simply overlooked it.
