Certain FTP servers will check for each command. For example I am using
GoAnywhere for our external FTP serving. I would have to authorize one to
that command. I didn't check if it has that level of granularity. I did
try it with FileZilla and got
Error: Command not supported by this protocol

So it's not out of the realm of possibility for noop to not work.
