What made the difference for me was the modem. My modem was 5 years old. I bought a new one ($40) and my home speeds at least tripled. Downloads of 1.5Mbps to 4Mbps jumped to 12Mbps and higher. Thats my PC through a wired router to a cable modem.

Upload 0.44Mbps

I did ensure, via the router, that I was running solo on the router.
Earlier I did have to thrash a kid, and disable their DHCP address.
