Whereas having a data plan for "Handy" does cut it for me. <g,d&r>
Seriously, there have been times traveling down the interstate that it has been convenient to get online or VPN into a system. And what I pay for the data plan is less than what I'd often pay in hotel charges for their wifi (across a few nights in a month). With my iPad LTE hot spot, I typically get 15+Mbps down and 10+Mbps up in a hotel room as long as I am in LTE coverage.
Even if you don't turn on the data plan until if / when you need it, IMHO it is well worth the extra $129 USD to have the option to turn it on later. The data plans do not require contracts, so you can just turn them on and off at will.
