The "Virtual XP" is Windows 7's "XP Mode". It's a special Virtual Machine of Windows XP that runs inside of Microsoft Virtual PC on Windows 7.

FYI, according to the Microsoft link provided: "You must have Windows 7 *Professional*, *Enterprise*, or *Ultimate *to run Windows XP Mode." Of course, most businesses will have one of these versions, but some companies like get cheap laptops, etc that come preloaded with Home Premium...just something to be aware of.

Will take you to a page for you to download virtual-pc for free.

Install it on your Win7. It might require a re-boot. Start it. A window will come up
that looks just like XP. Install CA into it.
