Problem installing CA in 32 bit -- PCTECH

I installed CA 6.1 in Win7 Pro 32bit. After configuring a session I get an error saying:

CWBLM0003 - Warning, license granted, however the number of available licenses for
System i Access has been exceeded.

When I click ok on the message it disconnects. I have QAutoCFG turned on.

I have V5R3 installed on a 520. What do I need to do to get CA connected?
