AT&T gives you a private address for a DNS server? That sounds kinda strange. I have a router between my cable modem (Comcast) and I would get the router's address for DNS - I don't trust it, so I manually set the DNS, while I let the router's DHCP handle my IP address internally.

Not sure if any of that helps, though.

Oh, if you can figure out the port for DNS, you might try ping to that address with the port specified - if you can in Windows - that might tell you more.
