Calling yourself Budget or the FBI are both misleading and potentially
fraudulent on the surface. But as long as you don't say "I'm agent Smith."
you aren't actually impersonating a government employee.

Anyway, as noted I sidestep the issue by simply not answering the phone if I
don't recognize the number. We're programmed to go to voicemail after just
3 rings so it's not much bother. I'd guess less than 1 in 50 actually leave
a message.

Reminds me of the old beer commercial with the guys calling each other and
answering "whazzuuuup" with it being stretched out longer and longer as they
went.
