Check the manufacturer's site for driver updates. For instance, if it's a
Logitech, there was a new version of SetPoint (6.1) released on the 8th.

In IE try Page - Encoding. Mine is set to Unicode (UTF-8).

In Outlook I'm not sure. Try setting the message to Plain Text then back to
Rich Text or HTML. Maybe that'll toggle something.
