Well did a registry hack on the notebook and under:
HKLM\Software\Policies\Microsoft\Windows NT\
I added:
CurrentVersion\Winlogon!SyncForegroundPolicy
and it's associated DWORD info and now it works.

I did find that there is a local group policy setting "Always wait for
the network at computer startup and logon" and I enabled that on the
server but still no luck with this (?)
