It's a 16bit binary. 16bit binaries won't run on 64bit Versions of
Windows (which started with WS03 x64 and XP x64).

So the issue you're probably experiencing doesn't have anything todo
with the fact that you're using Windows 7, but instead has to do with
the fact that you're running a 64bit Version of Windows.

Now, the best approach would be to install XP Mode:

http://www.microsoft.com/windows/virtual-pc/download.aspx

Since XP Mode is based on 32bit Windows XP, you can run 16bit
Applications inside XP Mode.

Another approach would be to run the DOS version in DosBox.
