If you don't mind rebooting to run it, there's a boot.ini setting called
MAXMEM that tells Windows the machine only has x RAM. See here:

There's only one right way: Get the application vendor to fix their
mess. If they don't want to do that, drop the application.

Application can't be dropped until the end of August.

I figure I'll do one of two things:
Dual boot option the PC.
Set up another pc or laptop that is limited to 512 and they can VNC in
to control it.
