Can they take it with them and make calls from anywhere as long as they have
high-speed internet access?

We got one for our son and daughter-in-law as a Christmas gift (at their
request). They use it all the time, and have given up their local phone.
It is saving them money as all they have to have is a high speed internet
connection.

Some downsides are that it takes a second or two to finish the connection
when I am calling them. Sometimes the quality is slightly downgraded, but
not as bad as a poor cell connection can be.

They like it.
