Hi Mike

I really like TWiki (which you might notice from my .sig) for stuff
like this. Although it's a wiki you can create applications within it.
Applications are built from forms & searches, all done within the
browser as part of the topic (page). There's good access control,
email notification and full trackability/auditing of changes. There is
a VMware application for download to try it -

It's written in Perl and has heaps of plugins. I've used it for my
site for the last few years (though more to make maintaining it easier
- I got too many bogus registrations to leave it with public edit
access). It's also in use at work where the users can develop their
own applications in it.
