You can set the option in the browser to prompt you when it is going
to grab a non-secure component.
Tools->Internet Options->Security->Custom Level
Set Display mixed content to prompt. Yours is likely set at ->enable<-.
It's possible that they have been added as a trusted site, in that
case you have to remove that URL entry, but unlikely. These are the
two most likely.

Simply say no and that element is refused. This way the lock stays on.
If the data entry blanks go away, then maybe they were hacked. 100% of
the time I have seen this it was because of MARKETING putting their
'logo of the day' on the page. I know this is what makes the web-world
go around....but not on my bank session or CC screens please.....
I sent my bank a nice little note explaining this and they promptly
removed the link causing no-lock.

With some of the newer CC card site login pages, I have checked their
login screens that are HTTP and the submit form portion is secure, but
you can't tell without checking it and I hate that - and it could
change under the covers- they just don't give a flip about security
minded users at this stage in the game.

IE 7's security was so confusing I removed it and went back to 6.
