First of all, I'm assuming that, by SFTP, you're talking about FTP over SSH?
First thing you'll need is a SFTP server. Personally, I use the SSH
server for Windows that's included in the MKS Toolkit (contact me
privately if you would like some information on the Toolkit). I've seen
some other servers, but don't have a lot of experience with them.

http://www.cygwin.com (includes a SSH server as well as other goodies)
http://filezilla.sourceforge.net (has a FTP SSH server)
After the SSH server is installed, the rest is pretty easy ... unless
you want to get fancy with private / public keys. That gets a bit
trickier and is more server specific.
