RF antennas at "trust level" -- PCTECH

Anyone heard of the term "trust level" in regard to antennas on a ceiling?  Our 
RF site survey says that  "the 2.4GHz, 5.0dBi Omni Ceiling Mount antennas 
should be pointing down at TRUST LEVEL, separated 2 ft. from the Access Point.
I need to tell our electrician what trust level means.
