I may be wrong, but we had a similar problem which I traced to the
System Value :
System value . . . . . : QAUTOVRT
Description . . . . . : Autoconfigure virtual devices
We had too few allowed which prevented anyone from signing on to a virtual
terminal once all were in use. After upping the number a little the problem
went away. I think it is a good idea to limit this just need to provide
enough... Hth

Subject: [PCTECH] Telnet session limits
Still haven't resolved this telnet 5250 emulator login problem.
Have been observing it though and seems like I can get up to 30 telnet
sessions but no more.
Last session shows time-wait state in WRKTCPSTS.
What would limit number of telnet sessions like that?
