I don't recall options on controlling the hover text so it might have been specific to a manufacturer. It may also be that you may need to download Microsoft Power Toys, specifically Tweak UI. http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx I haven't messed with Power Toys since Windows 98 but it sounds like a good option to check out.
