On my Treo (just got the 700p a week ago):
Menu - O = Modem sync prefs
Menu - L = LANSync Prefs
Menu - P = Primary PC Setup
Menu - D = Conduit setup
Menu - S = Connection setup
 
For cabled syncing (cable or cradle, there should be an option for
Cradle/Cable under the onscreen button.

Does the cable or cradle have a hotsync button?  If so, hit that and see
if it'll work.
