_We're_ not setting the forms up.  Other companies are setting them up and
asking us to fill them out.  We just want to fill them out electronically
and send to them instead of having to print.  The IRS is doing it the way
we'd like for other companies to do.

It sounds like the onus is on the other companies to make them in a proper
fashion.
