IIUIC, your current carrier can't prevent you from taking you number somewhere else, however, that "somewhere else" company must have a peering relationship setup with your current carrier. I don't think the peering relationships can be denied, but I don't think they're free. Most of the smaller LECs are working though larger carries, Level3 for example, who has peering relationships with just about everyone. However, Vonage is big and may be setting up their own relationships.
