Yes, an enter (technically a line break) determines a paragraph. You can view the paragraph markers by clicking on the paragraph button on the Toolbar.

To keep a group of paragraphs together, select the paragraphs, then Format, Paragraph, Line and Page Break tab, then check both "Keep Lines Together" and "Keep With Next". I just checked this with your text in both Word 2003 and Word 97, and it works in both versions of Word.
