Are you mixing apples and oranges here? Are you looking to block Web, or
all internet traffic? And are you looking to block it for all machines
or only some? 

Default Gateway is definitely a settable option in DHCP, so you can set
a "false" gateway via DHCP -- take a look at scope options on the DHCP
server. I think it's option 003.

However, if you only want _some_ of the machines to get the false
gateway you'll have to look at dhcp classes, and that does require at
least some config on the client side. Keep in mind too, specifying the
false gateway will prevent all access to the net (AV updates, Windows
Update, etc.) Oh, and if you want _all_ machines to have no net access
then just unplug the cord. <G>

If you're referring to setting a proxy-server in IE then you can use
WPAD (Web Proxy Auto Discovery) to handle setting up the proxy servers.
