The whole idea is that you'd call the correct API and have windows do the translation, where it gets it's data isn't really relevant. However, I do know that there are nationalized versions of a number of DLLs and string tables in a DLL's resource area allow for language specific information, so it's probably buried in a string table in a resource dll somewhere.
