It really depends on what you want, if you just want to create a PDF file with no fancy input boxes you can use PDFCreator (http://sector7g.wurzel6.de/pdfcreator/index_en.htm). If you want the fancy stuff, the only thing I know of is to use Adobe Acrobat. By default, I now install PDFCreator on all of my computers. Another option is to use OpenOffice. You have the ability to export to PDF.
