Ohhhh, yep. My fault. I was spacing that all together. Believe it or not we
have no Novell/Windows whatever server here... Well that isn't entirely
true, I am setting up a Windows 2003 Server from a 25 user copy I got at a
user group earlier this year. So far all that is on it is our anti-virus
software's auto update suite.

We have an Active Directory setup (it is what replaced PDC's and BDC's 
from the NT4 days).  Through Active Directly (either Win2K or Win2K3) you 
can set up policies to control various activities and settings.  Can get 
very complicated very quickly, and it is very easy to make a mistake and 
lock up your network.  If you are interested in Group Policies, read up on 
it.  Lot of books available through various book stores.

In our case, a couple of the things we lock down via GPO are the Internet 
Explorer settings, we specify what the various zone security settings are, 
and the users cannot change them.  GPO's are very powerful, and well worth 
the trouble to learn.
